Yes, it will happen regardless of which party wins in 2015. Moore will not be mayor for a 2nd term regardless of which party he might run under. I think the Republicans will back another candidate against him in the primaries that will be able to defeat him. But before that happens and if he plays the same game as he did last time that will leave him running independently. Regardless he'll lose.
Just as many in the know Republicans realize the canal is the way forward for the city now, so it will be built.
